Managing Entities

The department contracts for behavioral health services through regional systems of care called Managing Entities (MEs). These entities do not provide direct services; rather, they allow the department’s funding to be tailored to the specific behavioral health needs in the various regions of the State. 

Incident Reporting and Analysis System

The Incident Reporting and Analysis System (IRAS) is an online incident reporting tool that enables the Department to collect and analyze information about critical incidents that occur in substance abuse and mental health facilities.

Substance Abuse Licensing and Regulation

The Substance Abuse and Mental Health Program Office is responsible for oversight of the licensure and regulation of all substance abuse providers in the state. Licensure Services are required to administer and maintain a comprehensive regulatory process to license service providers and professionals who provide substance abuse services to individuals and families who are at risk of or challenged by substance abuse.

If you do not find a provider on this list, then the Department does not currently license it. Recovery Residence Administrators and Recovery Residences

Pursuant to section 397.4871, F.S., and section 397.487, F.S., the Department of Children and Families shall approve at least one credentialing entity for the purpose of developing and administering a voluntary certification program for recovery residence administrators and residences. Read more.

Financial and Services Accountability Management System (FASAMS)

The Florida Legislature, through Specific Appropriation 302A, authorized the Department to replace existing Substance Abuse and Mental Health Information System (SAMHIS) with a Financial and Services Accountability Management System (FASAMS). Assisted Living Facilities with a Limited Mental Health License


Section 429.075, F.S., requires an assisted living facility that serves one or more mental health residents to hold a limited mental health license. A facility that has a limited mental health license must ensure that the administrator and the staff who are in direct contact with mental health residents complete training that is provided by or approved by the Department. To satisfy this requirement, a Department-approved online training course is accessible seven (7) days a week, twenty-four (24) hours a day. Monitoring of Provider Responsibilities

Managing Entities are required to assure that their contracted providers complete certain actions on behalf of mental health residents who reside in Assisted Living Facilities with a Limited Mental Health License (ALF-LMH). These actions include eligibility determination and assessment of appropriate placement, development of a cooperative agreement between the mental health services provider and the ALF-LMH administrator, and creation of a community living support plan. In addition, Managing Entities must complete an annual plan on how the region will ensure the provision of state-funded mental health and substance abuse services to residents of ALF-LMH.
